You know Mark it's really not a bad deal for the city. Per the article.......
The city chose a type of financing in which the project's investors, not the city, bear the risk if the development doesn't generate enough tax revenue to pay back the loan, Flanigan said.
This is the way these things should be done. The city is always the one taking the risk. It's high time the investors take some of it.

I agree. I have to plead ignorance, the headline grabbed my attention and I posted without reading it. If and when Evansville gives extra money to the downtown, I hope they are shrewd enough to negotiate a similiar deal through a third party investor.
